According to Xinhua News Agency, Beijing, the relevant official of State Post Bureau said on July 9th, Regulations on Express Market has been formulated at the conference held in the Ministry of Transportation and will be issued after the relevant discussion and revising of relevant divisions. The releasing of the Regulations will end the status quo of no specific law or regulations to standardize the express service in China. Aiming at solving the hot problems like delaying, missing or damaging the objects in the express service, according to the Regulations, China will establish the quality evaluation system on express service with the core of public's satisfaction, postal punctuality and customers' appealing rate, evaluation system of level of express enterprise will be established, express enterprise shall publicize and keep the promise of service, make the formed contract, and establish the communication channel and system. Any of the following will not be allowed such as controling the market price, destroying the market order, divulging the user's information and unpacking, hiding, destroying, detaining, resaling or stealing the express mails etc.. The official said, express service is the key part of postal industry. According to the statistic, there are over 2,400 express enterprises on large scales in China with the concerned staff number surpassing 240,000 and annual output value reaching RMB 40 billion Yuan.
